Currently, roughly half of Saudi Arabia's population is under 25 years old, and this young, digitally savvy demographic provides the social foundation for smart city implementation. Meanwhile, continuously improving education levels and the government's willingness to pursue reform make technology-driven urban governance possible.

The essence of smart cities lies in integrating infrastructure, social capital, and public services through digital technology, thereby enhancing urban resilience, economic vitality, and livability. It is designed as a cross-border economic zone spanning Saudi Arabia, Jordan, and Egypt, with the aim of building a future industrial ecosystem covering energy, water, biotechnology, advanced manufacturing, entertainment, and more. Although the full scale of investment has not yet been officially disclosed, the project and infrastructure spending have already sent a clear signal: Saudi Arabia is willing to reshape the global urban competition landscape with national-level resources.

NEOM's strategic value lies in the freedom of planning afforded by a "from scratch" approach. Unlike retrofitting old cities, entirely new construction allows for the integration of cutting-edge Internet of Things, autonomous transportation, and circular economy systems, thereby circumventing the institutional and physical obstacles inherent in traditional urban renewal. This model enables Saudi Arabia to directly benchmark against smart city pioneers such as Singapore and London, while attempting to establish a new generation of urban standards.

III. Infrastructure Engine: Ambitions as a Transportation and Logistics Hub

The realization of smart cities depends on robust physical infrastructure. Saudi Arabia's investment in this field is remarkable: the expansion project of King Abdulaziz International Airport (KAIA) in Jeddah involves an investment of $7.2 billion, King Abdullah Port has received $5 billion, and the Saudi Arabian General Investment Authority (SAGIA) plans to invest over $141 billion in rail, metro, and bus systems by 2024. Projects such as the high-speed railway between Medina and Mecca and the Riyadh Metro not only improve intra-city connectivity but also strengthen Saudi Arabia's position as a logistics hub at the crossroads of Asia, Africa, and Europe.

These investments form synergies with the smart city strategy.
